SECTION 16050
BASIC ELECTRICAL MATERIALS AND METHODS
PART 1 GENERAL
1.01 SUMMARY
A. Section Includes:
1. The work covered by this Section includes furnishing all labor, materials, equipment and services to construct and install the complete electrical system as shown on the Drawings and specified herein. This work includes, but is not limited to the following:
a. New 480/277 volt, three phase, four wire distribution system. New service panelboard and all associated wiring.
b. Provide wiring and connections for all pumps and equipment for new pump station.
c. A complete grounding system in accordance with the NEC.
d. Wiring, disconnect switches, starters, and connections to all electrically operated equipment furnished under other sections, unless noted otherwise.
B. Related Work Specified Elsewhere:
1. Excavation and backfill.
2. Concrete.

1.03 DESIGN REQUIREMENTS
A. It is the intent of these Drawings and specifications to form a guide for the electrical installation on this project. Where an item is reasonably necessary but not specifically mentioned, such as pull boxes, fittings, fixture hangers, etc., necessary for a complete system, this Contractor shall furnish same without additional cost to the Owner.
B. Electrical layouts indicated on Drawings are diagrammatical only and should not be scaled. Exact locations of devices shall be governed by standard practices and/or field observation and measurement. The Engineer reserves the right to make any reasonable changes in the location of outlets of fixtures or equipment prior to rough-in of such outlet without additional cost to the Owner.
C. No deviations from plans and specifications shall be made without full knowledge and consent of the Engineer. Should this Contractor find at any time during progress of the work that in his judgement existing conditions make desirable a modification of requirements of any particular item, he shall request in writing to the Engineer a modification and await a decision before proceeding.
1.04 SUBMITTALS
A. Submittals shall be as specified in the General Conditions and Section 01340, Shop Drawings, Product Data and Samples.
B. Product Data:
Material shall be submitted in brochure form. Brochures shall consist of product cut sheets, date sheets and other information to sufficiently indicate the quality of the materials to be installed in this project.
C. Operation and Maintenance Data:
Prior to final acceptance of the project, the Contractor shall furnish and deliver to the Owner three bound manuals of instructions for operation and maintenance of all pieces of equipment and systems furnished under this division of the specifications. Such manuals shall clearly indicate the items furnished on this project. The Contractor shall also supervise the initial operation of all systems and equipment in addition to the manuals mentioned above.
D. Record Drawings:
1. Maintain and submit record (as-built) drawings to show deviations from documents with reference to locations, sizes, methods, qualities, quantities, and other specified requirements. Submit record drawings to Engineer before final punch-list inspection.
2. Indicate actual locations of equipment and other items that will not be visible and readily accessible after work is completed.
1.05 REGULATORY REQUIREMENTS
A. Comply with applicable regulations and requirements of authorities having jurisdiction at the site.
B. Comply with applicable recommendations and requirements of ANSI, ASTM, NEC, NFPA, OSHA, and UL for work not governed by more stringent requirements.
C. Comply with applicable recommendations and requirements of ETL, NEMA, and UL for products not otherwise described.
D. Contract Documents for this project are based upon requirements of the following codes and regulations:

1988 NFPA Standards
1993 National Electrical Code
E. In cases where a conflict exists between contract documents and the above codes and regulations the alleged conflict shall be brought to the Engineer's attention a minimum of ten days prior to bid date so that the point in question can be resolved.
PART 2 PRODUCTS
2.01 MANUFACTURERS
A. The use of brand names and catalog numbers in the Contract Documents is intended to establish a standard of quality and is not intended to limit competition. When the words "or equivalent" appear, equivalent materials may be proposed. Similar materials that are, in the opinion of the Engineer, equivalent to or better than the specified material shall be acceptable. When one or more manufacturers are listed and the words "or equivalent" do not appear, products of one of the listed manufacturers shall be submitted. This review and acceptance of the submittals shall not be construed as permitting departure from the contractual documents.
B. If equipment of another manufacturer is submitted for approval, the Contractor shall state how much is to be deducted from his base bid for the substitution, and also shall state what, if any, specific points of system operation differ from the specified points of the system operation. This differentiation report must reference every paragraph of this specification.
C. Material and equipment of same type, classification and purpose shall be the products of one manufacturer.
2.02 MATERIALS
A. All materials shall be new and delivered to the job site in manufacturer's original unopened packages with identification labels intact and attached. Materials damaged during delivery, handling, or storage shall be replaced by the Contractor at no cost to the Owner.
B. All materials for which testing services are available shall bear the label of Underwriter's Laboratories, Inc. or some other approved independent testing laboratory.
C. Do not order materials until after receiving the Engineer's approval through the submittal process.
PART 3 EXECUTION
3.01 VERIFICATION OF CONDITIONS
A. Notify all other trades of any deviations or special conditions necessary for installation of work of this Section.
B. Interferences between work of various trades shall be resolved prior to installation. Work not installed in compliance with Drawings and specifications and without properly checking and coordinating as specified above shall, if necessary, be removed and properly reinstalled without additional cost to the Owner.
C. All power and control circuits for electrical equipment requiring electrical connections are based on the design as indicated within the Contract Documents. The Contractor shall verify all purchased equipment that requires electrical connection prior to the electrical rough-in. Any deviations in equipment rough-in requirements from the Contract Documents shall be considered a coordination item for which the Contractor assumes full responsibility. The Owner shall not be responsible for any costs due to changes by other trades affecting the electrical work.
3.02 PREPARATION
A. Check all sections of drawings and specifications for requirements. Coordinate rough-in and connection locations with actual products involved. Report discrepancies among drawings and specifications promptly for a decision.
B. Examine areas that are to have electrical work. Report unsatisfactory conditions.
C. Do not start electrical work until unsatisfactory conditions have been corrected. Proceeding with electrical work will be construed as evidence of acceptance of conditions under which work will be done.
3.03 INSTALLATION
A. General:
1. Conform to manufacturer's recommendations for installation of work if other specific instructions are not given in the Contract Documents.
2. Where the requirements or recommendations of any of the authorities or organizations listed hereinbefore differ from the Drawings or specifications, the most stringent requirements or recommendations take precedence.
B. Excavate, trench and backfill as specified in Sections 02222 and 02223. Excavate trenches to the depth of the bottom of the conduit to be installed. Remove all sharp edges of rock to a distance of four (4) inches from the raceway to be installed. Backfill with earth up to the final top soil layer, with earth containing no large rocks, tree roots, trash or other debris. Place the final layer of fill with top soil brought to the surrounding grades.
C. Install pad-mounted electrical equipment on concrete pads of appropriate dimensions and as recommended by the equipment manufacturer or supplier.
D. Locate or route electrical equipment without interfering with other equipment and construction. Fit equipment and conduit into available spaces and do not introduce into the area at such times and manner as to cause damage to existing system. Install equipment requiring servicing to be readily accessible.
3.04 TESTING
A. On completion of the work, test the entire electrical installation. The entire installation shall test free from grounds, short circuits, and open circuits.
B. Test all equipment and systems in accordance with the manufacturer's standard procedures. Tests shall be witnessed by the Engineer.
